Raven Miller is the administrative procurement branch manager of the Budgets and Financial Management Division in the Kentucky Department of Education’s (KDE’s) Office of Finance and Operations. 

As procurement branch manager, she oversees the purchase of goods and services for KDE and state schools like the Kentucky School for the Blind, the Kentucky School for the Deaf and the area technology centers. 

Miller also works closely with KDE’s Office of Education and Technology, approving and reviewing software and hardware, and KDE’s Office of Assessment and Accountability, overseeing the American College Testing contract among many others. 

“We also work with (KDE’s) legal (team) quite a bit,” she said. 

Miller was born and raised in Frankfort and graduated from Western Hills High School (Franklin County).  

After high school, she worked at the United Parcel Service as an administrative assistant while going to school to study to be a surgical technician. However, her plans changed when she became the administrative specialist III at the Kentucky Energy and Environment Cabinet in the Division of Forestry. She eventually was promoted to program coordinator. 

Before coming to KDE in 2022, she worked in the Information Technology Procurement Branch at the Kentucky Cabinet for Health and Human Services as a purchasing agent I and then purchasing agent II. 

Miller is currently overseeing two big projects at KDE.  

One includes working with KDE’s Division of District Support to process a custom-made school bus, with removable seats to allow for the configuration of the lift, purchased by the Kentucky School for the Deaf.  

Her job is to work with the Finance Office of Procurement Services to process and modify the contract for issuance of the delivery order.

The other includes hiring a specialist to run a virtual reality, hands-on learning experience for students with disabilities. 

Miller lives in Frankfort with her husband and two children. The family enjoys outdoor activities such as swimming, fishing and hiking. 

She said her favorite part about working at KDE is the people.
